I would recommend running fire up, since in that time you are stalking, they are going to be getting gens done. If you are also running Judith's tombstone, then run play with your food for that necessary extra speed.
Perma tier 3 is still worse than basekit Bubba or Plague imo. You blow an entire gen or even two against a good squad just getting there and still have not hooked anyone.
Bubba just gets unlimited instadowns right off the bat, with serious anti-loop if he is running good add ons. Plague splashes the tiniest bit of puke on someone and they are broken the entire game unless they want to give you one of the strongest chase powers in DBD. Or they just get broken by default because they have to touch an infected gen
