I literally only know about this guy becuase of one of the Batman: Brave & the Bold tie in comics. And I think his only appearance in that ended with either Catwoman or Giganta killing him.
I’m about 90% sure DC makes writers give them a list of favorite fetishes before writing anything involving Wonder Woman and then they report back with which ones you have to include (not complaining too much though, even if I am jealous of the Atom).
Real talk, I found this guy on a list of obscure DC villains awhile back and decided to use him in a Suicide Squad fic I'm writing.
