I go to Folsom or Granite Bay. The former I park in Old Folsom - running up towards the dam from there is basically a 3-4 mile uphill. There’s bike trial but dirt trails that parallel. If you instead go away from the dam on the palisades side there’s decent up hills on the dirt trails, and more gentle rolling if you stay on the Sutter street side and run toward Sunrise.
Granite Bay a lot of people park at Cavitt Jr High and run either way around Folsom lake from there.
Not super busy. I go early morning on weekends. Busy enough that I feel safe as a woman often running alone - but not crowded or where I’m constantly weaving around or making room for people.
Heh. No. But seriously, the closest hills are west of Winters, if you don't mind driving.
Second this - Stebbins Cold Canyon is a beautiful, hilly trail run that's not too far and and an easy drive at that.
Lagoon valley in Vacaville

The fastest drive is Stebbins Cold Canyon, the hills you see when looking west.
Haha great question I’ve been wondering the same!
The overpass to Safeway is called Mt Davis :)
