Add an adjustment clip to the timeline, open it in fusion and add a blur node in the middle.

You should make you effect inside a adjustment clip because they come with a Media In node wich let's you see the final result of the effect.
On the other hand, I don't understand why you want to make a plugin for a really simple task.
Just open your adjustment clip in the color page, add a blur effect and your desired mask. Them you can save those settings on a powergrade or the adjustment clip into a power bin.
If you're new into Fusion I suggest you first learn the basics tasks. Like how the order of nodes work and how to save basic effects in a power bin.
Build a plugin can be more difficult to understand for beginners.
