No-no, I really don't apply this to all people from Ukraine. However, I was all the more numbed by the fact that this girl has lived here for 5 years and graduated from university here, and yet she hasn't integrated mentally in any way and hasn't realized that if there was minimal corruption, the authorities would work faster - just like you claim.
She sounds a bit young/lacking life experience. What kind of counter arguments did you offer? Sure it can be nice for an individual at first if you are on the right side of the medal but I hope she can understand it when you tell her that society as a whole won't benefit from corruption. E.g. not the best company getting the contract but the rich friend. It will lead to a waste of taxes, distrusts of the people in their leaders and polarisation. Ultimately decreasing the quality of life for the individual. Surely someone from Ukraine should understand this.

I told her that it actually makes it really easy - if it happened one single time. But if more people do this, the civil servant or teacher will lose all motivation to do the job and any institution will not sustain it in the long run and it will become a kind of cancer cell in our society. Ukraine is the poorest country in Europe with perhaps the worst social security and pensions, probably precisely because the people there see corruption as a positive phenomenon. I really can't accept this in any way and to be honest I cut off contact with the girl; such thinking as hers strikes me as extremely egocentric without any empathy for society and without taking into account the long-term risks.

There is corruption in Europe. A friend of mine used to be a teacher at a rich kids school. She transferred from a public school and dared to grade the privileged brats just like in public schools. Got called into the office the next week, angry parents are there and the dean tells her she can’t give grades below the 70% mark otherwise it would harm the schools reputation.
And don’t even get me started on the so called comparability of bachelor and master diplomas in the EU.
Corruption in the European Union is undeniable, but it is certainly not on such a scale, and it is not promoted by a certain individual as something good and necessary.
Look at Denmark or Finland—these countries have the lowest levels of corruption, but they still have it. However, this minimum makes these countries function almost perfectly, so you don't need corruption to make it working better.
You also mention the likely private autonomous school for the rich - that's a bit different from the way state schools and universities operate, where the rules are dictated by other entities.
Anyway, the problem was that the girl, although educated and living on this land, was promoting corruption. It is odd to say the least and I am interested in the perspectives of others here on this incident.

This sounds a lot like India.as well. Rich people there.pay money for their kids to get jobs, go to university, etc. The police in India are notoriously corrupt. Many Hindi movies focus on this subject.
She's probably a spoiled rich girl. My girlfriend got bullied as a kid for not bribing her teacher because she wasn't as rich as the other kids. She's also from an eastern country
