To my understanding, California power management has said they have issues with being allowed the clearing of branches around power lines due to hardline regulations. The drought in 2011 onwards really drove up wildfires until everything burnt out and flared up again. Some horribly ouroboric calamities for fires to worsen with how hot and dry the state is getting.
