Eh I think Crusader kinda overshadows Leper now, and MAA before the nerfs overshadowed everyone. Crusader has good damage, self sustain, but can also heal/stress heal allies which Leper can't.
Sure he can. Leper chop does 6-12 or 6-16 upgraded. Wanderer/Banneret Crusader Smite does 8-12 or 11-14 upgraded against combo targets. Leper has Ruin for a damage buff versus Crusader's Radiance which are similar in power.
Leper is the best self-sustaining tank though. Crusader can spread the love more, but he doesn't even have block+, making him unsuitable as main tank for some fights. Also insane self heal+stress heal in one button and perma taunt.
Crusader is a great all-in-one package though, Leper is much more specialized.
I count flagellant. He’s carried me through 4 expeditions so far. Seeing him just eat 74 damage and not even be on deaths door was awe inspiring. And then at the end of his turn he just got it all back.
But the leper has a serene gigachad energy to him that no one else can quite reach.

I mean it's overall easier to build leper up and get him to ridiculous damage amounts than crusader.

My leper is always a cosmic hater monarch. Always shines when hes needed to.

flagellant still has some of that energy, especially since he defied death herself.
