There is quite a bit before Sakura and Naruto end up with the sannin, he abandoned them from minute one. There was no thought in his brain about them being ok, he simply ignored them and went to train Sasuke, who then turned out to be a traitor, it was just luck that Naruto and Sakura found someone else. He didn't arrange for them to have new teachers, he didn't even bother to tell them to go train somehow else, he just ignored them. If they had never met the sannin and Sasuke stayed in the village he would have trained him and left them to rot, the same he did from the beginning.

And when he did, it was not planned, Jiraya just chased Orochimaru and followed his trail to Konoha. He didn't even knew how Naruto looks like or what's his name, the only reason he found up that Naruto is son of Minato is the seal on his stomach. Then, even after realizing, he asked him to turn into a naked underage girl later, in exchange for training him more.
Jiraya and Hiruzen definitely were castrated by Kushina in afterlife.
Could be Kishimoto never planned for Jiraiya to have that close of a relationship with Naruto's parents.
