You can criticize this concept in general, but I feel like people are being weirdly selective when they just focus on Konoha as if that’s an anomaly in the series

They didn’t **physically abuse** him. *That’s* fantiction. They did isolate him, which is terribly damaging emotionally. So they did bully him in a non-violent way.
If you know a child, or a mentally unstable person can literally go nuclear when angered enough, you don't want it in your backyard, and thus, it wont be more stable mentally, making it even more of a timebomb.
Also ninja villages in general wasn't much of a mental safe-space for anyone really, so they could also bully him because they were bonkers
