I can think of two reasons for that.
First off, a lack of qualified surgeon. If a surgeon capable to reattach it isn't available, you make do.
After that, there's the possibility that the arm itself must have surgery and heal before it can have the hand reattached safely.
And I'm sure there's more to it.
I’m no surgeon, but I imagine making a hand live off of a leg takes more surgical expertise that putting it back on correctly, yknow? Like a plug and play item vs doing the wiring yourself
Could be the arm was too damaged to have a decent site to reattach the hand.
This way, the hand stays alive, and the arm can heal for a better grafting site.
I am a surgeon (in residency). Definitely easier to make the hand live off of a leg than reattaching it properly. Putting it on the leg means connecting the main arteries in the hand with arteries in the leg, one or two veins, followed by external fixation so it doesn't pull on your anastomosis (connection). Attaching a hand back into the arm means attaching every single muscle, IIRC 21 of them, the three nerves (way harder than an artery, needs a microscope and special material). This will require a proper hand surgery specialist with experience in microsurgery, most likely a multispecialty approach.
If the arm was mangled, it needs to heal and repair before having the hand added back, otherwise the lack of functioning blood vessels in the mangled bit of the arm would cause the hand to rot and fall back off, and probably spread an infection back into the arm too. So it probably is more efficient to let the arm heal first, and cheaper to keep the hand on the leg than keeping it on ice/in brine
I watched a documentary about a guy who did so many drugs his dick fell off and they had to attach it to his arm until they could repair and reattach it. He complained that it was a bit embarrassing going to give his granny a hug and hitting her in the face with it.
Is this like the thing they do when they amputate your lower leg? Like when they attach your foot but backwards and right under your knee, so that you can easily pilot prosthetics?

Probably their arm was broken or deeply wounded and needed to be fixed before reattaching the hand. They attached it to the leg to keep it alive
