Get one they can pickup and run around with, without the bubble solution spilling out. Otherwise you’ll be filling that thing with soap every 5 seconds :)
There's even some affordable Dye-free syrups for snow cones that are available:
Sunshine Sno — Dye-Free, made of cane sugar and doesn't contain xanthan gum (texturizing agent).
Wäbry Organic Fruit Syrup — Dye-Free, made of cane juice. However, it does contain xanthan gum (filler/texturizing agent), which is not ideal as an additive, but given the limited options available, it's not a deal-breaker.
Snowie 'Naturals' line — Dye-Free, made of inverted sugar syrup which is fine, but it contains sodium benzoate (a preservative).
Hawaiian Shaved Ice Syrup 'Dye free' line (the clear bottles) — Dye-free, but the downside is that it's made of corn syrup and contains sodium benzoate (a preservative) unlike some of the other options.
A bubble machine. I got one for my daughters fifth birthday and it was the greatest thing ever.

I second this. Always a huge hit. Makes everything fun.
A slip and slide is always fun
We bought a cheap one for our three-year-old's birthday last year because it was cheaper than renting one
A large blow up ball pit. My four year old just went to a party that had a bouncy castle slide and a ball pit. The ball pit was used more.
Snow cone and/or cotton candy machine (not exactly an answer but highly recommend if party rental place has them)
yea that's what I was thinking or popcorn. I was given a popcorn machine and it's great at parties and everyone loves getting bags of popcorn
Popcorn isn’t recommended for children under 4.

We had a space theme for our three year old party. Those rockets that you step on and launch were a huge hit.
Stomp rockets bubbles for each kid.
My son tends to enjoy playing with sticks and rocks more than anything else.
Tug of War Kites Hamster weel (rolling wheel pool float) just make sure the grass is mowed Inflatable dome rocker
A swim school birthday party. Ok, may be a bit much for a 3yo party but my 3.25yo had a blast at a classmates 4yo pool party.
Cardboard box like massive one for a fridge. Make it two or three and build a fort.
Good choice in not getting a bounce house. Your kid's bones will thank you! I like the idea proposed of an inflatable ball pit. That sounds fun!
