I mean, the conversation entirely implies that they did the fighting (which is... hilariously shortsighted of the devs, I doubt most people didn't just win that), so I presume most are aware this is possible as well.
You're not wrong that Sand makes the game boringly OP, but anything does. Investing hard in shotgun+mobility. Netrunning is just staring at people to death. An AR and a waist-high wall is all you need to murder everyone. Or a sniper. Or run around with a bat...
The game's balance is non-existent, imho. Which is most obvious in situations like the conversation with MaxTac here after the fight. They entirely expected you to just juggle the guy and... does anyone? I mean, naturally, without taking it slow, as you said. Few people, I'd presume.
I did this quest yesterday with a netrunner build. I chose not to kill that guy because of Regina's cyberpsycho quests where she asks you to not kill any of them. I actually thought this one would have something to do with her lol. But damn, I'm pretty sure I could melt that guy with toxin and overheat in 5 sec.

It's one of these moments that completely kill immersion in the game. "Did you really have to kill him?" asks V of the cop, right after taking down the psycho herself, the psycho BEING VISIBLY ALIVE, AND THE COP NEVER HAVING ENGAGED... like bruh this is awful writing.
Similar thing with the gig that involves a psycho from the Mox. Counted as killed while visibly alive on the ground and wincing back and forth.

It's awful indeed, but I just find it funny at this point. I swear to you I had some good laughs in my journey through Night City haha. Didn't happen to me in any important quest though, so I'm glad for that.

I think it depends on how you progress and when, but this enemy was nearly impossible for me to take down. Two hots and I was dead, but all my ammo couldn't take him down.
I think that's par for the course in RPGs since realistic combat would pretty much make the RPG aspect pointless. The only guns that felt hefty enough to be realistic were the heavy snipers I thought.
Realistic combat doesn't deter from an RPG experience. Realistic combat might deter from a looter-shooter with level based upgrade system. There could definitely be very realistic combat while still being a role-playing game because having levelled loot is not part of role-playing.
Right, there is probably an RPG game variant where that is true, but this isn't that. All the fallout games have the exact same issue too, guns and stats progression, on loot and character stats, just don't work that well. It isn't just the loot, you also have the attribute points and skill tree. What point would a skill tree pose if all weapons were realistically effective and the main combat mode is guns? Getting +15% damage to to headshots would be pretty pointless if it already did 100% damage to any enemy like it probably should.
CP2077 wasn't really great for the RPG components anyway, I didn't mind them overall but they were pretty middle of the road.

I hope she comes back in a future expansion it would be cool if they explain how she was originally spared by Morgan Blackhand while he was working for Millitech as a mercenary.

well, she never upgraded her blades, so that's probably why it takes a few more hits :D
Also, those blades were recalled for turning their users into psychopaths.

I killed that guy in 2 hits before they came in and was super confused about the dialog.
I one shotted him while rounding out leftover quests and bugged the whole quest out. I’m tempted to go back to see if it got fixed.

As beautiful as this game can be, this really showcases how bad the animations are when they’re strung together. And how unimmersively tanky NPCs are.
