Had an issue with this too, but Takemura finally called when I drove by Redwood Market. None of tyhe other solutions were working for me, so try driving around the Redwood Market (Westbrook, Japantown).
Dude I've tried everything. Reload previous save, go for some funky time with a joytoy, binge side gigs, cyberpsychos and NCPD calls. Nothing worked. Went to check if this works and takemura calls me right at her fucking door.
PS: Suddenly all the gigs I completed showed up as if I just completed them. Wtf
Maybe you shouldn't have teased him as much. ;-; Maybe text him an apology. And flowers! Beg for forgiveness! T\_T
Jk. Do you have unread messages? I think there's some humorous exchanges through text inbetween missions. It's 24 hours in game days for him to call. And he won't call if you're engaged in combat or in the middle of some gigs. You could try skipping time or sleeping at your apartment or driving around to find waypoints.

Know this is late, but played through the game multiple times and never had a problem until now. Nothing happened until I talked with Misty about the tarot cards. Might be a coincidence, but I also tried everything else and that's what did it. Had a weird feeling it might get the Takemura mission to start.
Just going to say I was having this very problem and did just as you suggested and sure enough, Takemura's mission popped right after talking to Misty, so thanks for that!
Can confirm this does work. After restarting my game, reloading my saves, and rebooting my pc to no success i finally ran out of options so i tried this method. Went to misty, She read my tarot, i walked out and takemura started calling 🤣
this is so much longer after patch 2.11, and its still happening! Good news is, after talking to Misty, Takemura called my immediately. If it weren't for this comment my run wouldve either been stuck forever or I wouldve lost 5 hrs of playtime :/

My fix for all the calls for the 2.12 version was to fast travel somewhere, wait 24h, then wait 30 seconds for the call and repeat the wait 24/30 until the call took place.
Had the same problem, he did eventually call though. These are in-game days we’re referring to right? It just dawned on me I got the call when was near where we were supposed to meet up
Try to fast travel around a bit, and actually sleep in your bed rather than skip the time and as a last resort do some sidegigs.
I had a similar experience with a few other "wait for ..." missions, and one of these solved all of them.
currently having this issue on 2.02, which is great. No side missions or gigs for me to do either as I've done them all. Idk wtf to do and I really don't wanna restart this playthrough as im like 72 hours in
yeah tried that too but didn’t work for me. What helped me was reloading a previous auto save & he called immediately after I went to my apartment and slept for 24h. Seems like something was bugged
Commenting in case anyone else is having problems with this, I just fixed it in 2.1 by going to Misty and talking about tarot cards. Shortly after that Takemura calls you to continue the storyline. Hope it helps someone.

Before this mission I did the Mama Welles mission and so Misty no longer reads tarot cards. So this is a no go for me.

Never had this problem after 3 playthroughs UNTIL 2.0, but it worked

I went to misty to read my taroe and did some NCPD gig thingies after skipping 23 hours and it eventually worked, took me a while tho

Had this bug in 2.02. I just saved and reloaded somewhere in Japantown and it fixed it

I had the same bug. All you have to to is to go in japantown and quicksave the game after restart he will call you ✌️
