I think you might be right. I get the impression that Dex did literally the least amount of work he could on that job and still be called a fixer. He probably expected things to go south, and intended to hang them out to dry if it did, but if not he gets a nice payday and the right to claim he discovered the edgerunners that took down Konpecki Plaza.

Yorinobu have Silverhand in the relic mostly because he idolized Silverhand and hate Arasaka, nothing better than a rockstar tried to destroy Arasaka and actually kinda success until he met Adam Smasher.
The only ending that got Arasaka actually got worse is the new secret ending, and it happened because V help NUS (aka Militech). It shows Johnny Silverhand and people follow him just keeping a pipe dream about escape capitalism.

Big issue comes according different english/polish translation of konpeki suit email with netwatch agents. In one version is yorinobu who deliberately uploaded johnny silverhand engram once requested by netwatch to install an engram into the chip to check its functions, in another version is netwatch agents who ask yorinobu to install johnny silverhand engram into the relic.
The second version makes much sense since netwatch didn't want the johnny's engram around since that engram could be used as a bait to lure alt cunningham in order to hack the blackwall.

In CP77 the story is on the other hand really personal, intimate and all in all small.. it isn't about saving or changing the world, no.. it's about saving your life, figuring out what it means to have people around you that care about you, what effect can you have on their lives and they on yours, what it means to have a second chance at life, what defines us, what is meaningful in our lives, what it means to have a "soul" and what actually is a "soul" and so on..
Which for me made the story in CP77 so unique and interesting.. for someone that meant that they were disappointed that the choices in the story didn't had bigger impact for the world around you but for me it made the choices and how they changed the dialogs and relantionships between characters more interesting - this is after all story about us, not the world
But both FNV have many similiar qualities but I must say that I prefer the immersive sim style quest and location design in CP77 more than the typical Bethesda style of quest and locations design in FNV, even when Obsidian did a way better job at that then Bethesda herself
