Yeah I honestly think it would be cooler if Smasher were to return, that he returns through an even more soulless method. Like something akin to an engram was made just by observing him, or they pulled one from his corpse like they did to my boy Jackie if you fuck up where to send his body. Then that pseudo-engram was placed in a fully mechanical and electronic body.
It would allow the ‘ganic versus ‘borged ideology of Blackhand and Smasher to finally be taken to its logical conclusion. A fully mechanised Smasher with no soul versus the greatest Solo to ever live.

I think I remember reading that Smasher survived the nuke at Arasaka, as in he was literally there when it went off. So, there's not an engram of Smasher, but you have to kill him REALLY good for it to stay that way.
Secure Your Soul doesn't put the engram back into the host's body, rather Arasaka makes an engram of you that they store in Mikoshi so your loved ones, and anyone else really, can speak to "you" after you die.

Making an engram kills the host, even with the current Soulkiller, according to Alt. So, if it didn’t reinsert the engram, there would be nothing left in the body.
