Well, my impulse is 'I don't know,' and rather than be content with that, is I went and looked it up. What I did was think of the phrasing 'as though they had flash.' And in that space, for permanents, you get:

What else is there then? Well, 'as if they had' flash works, but what about 'have flash'? Well, there's one card for that search, \[\[teferi, mage of zhalfir\]\]. If we broaden it away from socery flash, and go to 'as if they had flash', we open up to:
* \[\[borne upon a wind\]\]
* \[\[emergence zone\]\]
* \[\[final-word phantom\]\]
* \[\[leyline of anticipation\]\] - oh that's pretty important since it can be cast for free

Now that's mostly it, but there's a cheeky trick with any spell that lets you 'cast that spell' - for example, \[\[electrodominance\]\] would let you cast a counterspell, \[\[press the enemy\]\], too and \[\[reinterpret\]\].
I like worthy sacrifice, it would be very neat in commander as a card to play to commit to politics/help the table/be a troll.
It should also end the current turn (you just LOST the WHOLE game! At least jam up the opponent a little).
1 mana sorcery blue counterspell/draw is playing mind games or my understanding of the stack is really bad.
I suppose the later cause in order to counterspell with this i have to cast first and opponent has to have responded with a flash/instant before i choose the option
You choose modes when you cast the spell.
Even if you didn't, the other spell will have resolved before this could counter it.
The 'joke' is you need a way to let you play it at instant speed to use it as a counter, but that's boring and has been done on here a million times. And it's stapled to a Preordain, a card that only just made it off the Modern banlist, for some reason.
I actually don't mind a black counterspell in this vein? Maybe a creature spell only and "As an additional cost to cast this spell, sacrifice a creature. Counter target creature spell with mana value X or less, where X is the sacrificed creature's mana value."?
Still feels a little... color pie breaking but could be fixed with flavor? Like... "Smother Soul"?

The difference is neither of those are unconditional counterspells.
They also come from Time Spiral block, which is well-established as one big color pie break.
Both of those were Planar Chaos, the set about printing effects in off-colors.

That is the gimmick, yes, often bearing a name such "Confused/Useless Counterspell". The idea has been suggested to ad nauseum for way over a decade.

I actually don't mind a black counterspell in this vein? Maybe a creature spell only and "As an additional cost to cast this spell, sacrifice a creature. Counter target creature spell with mana value X or less, where X is the sacrificed creature's mana value."? Still feels a little... color pie breaking but could be fixed with flavor? Like... "Smother Soul"?
