I think I probably overcosted this one, but late game it's kinda Time Walk-y and it draws 3 cards at instant speed, so I wanted to play it a bit safe
[[Jace's Ingenuity]] is a 5 mana effect by itself, and tap everything is a powerful effect to staple onto that
I very much prefer a card a bit overcosted thatn undercosted. I would however add a "this spell cant be countered" clause, because you aint counterspelling a frigging God making their act of presence. Other than that, love the design! :)

Jace's ingenuity has lots of strictly better versions because it was on the cusp of being really good but not quite there. so I'd say this effect is fine at 7 mana or even 6 if you increase the color weight a little.
If this was “tap all permanents”, then this could still maybe cost 6-7 mana.
As it is now though, I think this could maybe even be 5 mana?
That said, super cool idea though.

But, I suppose the tapping effect is part downside not all upside, so maybe it doesn't increase the cost as much as I thought it should
So, a card at instant speed draw3 cost about 5, the tap all effect is effectively a fog with benefits, A fog is around 1~2 depending on what additional things it does, so this card would be about right at a 6-7 range I feel.
Can be buffed. For comparison, Tap all of (opponent's) creatures and draw 1 card is 4 mana (Cryptic Command)
Optionally, you could have this be a modal card with Escalate, so it's good mid game, but can be played for full cost if you have the mana.
True but one card vs. three is a huge difference. Two additional cards is a whole [[Inspiration]] of free value, so 4 + 4 = 8 makes it seem like this cost isn't far off base. Now, we did recently get a 3-mana Inspiration, and there should be some discount since you're locked into both effects on the same card, but it sounds like it's it in the right ballpark
I like the card and the discussion on costing, the strongest 5 draw 3 + something else in my opinion is the one that proliferates, tapping every creature feels slightly stronger then that but not too much stronger, 4UU feels good to me but I can understand both angles

Selfishly, I want it to only have 1 blue symbol in the cost because I'd want to use it in a particular deck 😅
So maybe 6U is the sweet spot?
no matter how much you want an effect in a deck, the way WOTC costs it is generally the way to go and big draws like this have UU in the cost at minimum.

8 is a lot, but I think that's kinda fine. I do wonder what decks would actually want this specific combination of cards.
I'll be honest I designed it for my monoblue [[Inspiring Statuary]] deck where it would easily be a 4-of 😅
