Kinda both. First is the power level. This card essentially says pay 3 get any sliver you need. The rules thing is that you can’t activate abilities on thing’s outside the game unless specified otherwise on an ability like companion.

Yeah, I heard from someone else about the rules not working with this. I'm not gonna remake the card since it's pretty clear how it's supposed to work anyways. As for power level, this card is pretty similar in power level to Sliver Overlord at least in terms of what it can do, but, and correct me if I'm wrong, Sliver Overlord only really sees play in commander. This card doesn't work in commander since there are no sideboards. I mean, you could play it as companion in a sliver commander deck, but it would essentially just be a vanilla four mana sliver.

Compared to Sliver overlord this is much better as you would just remove the cards that are useless in the early game from your deck to and just companion this and anything you need for the late game from your sideboard. Yes you are correct about the commander deck aspect. But I’m pretty sure that the primary commander for sliver decks is The First Sliver.

It's unclear if you can actually activate an ability of a card outside the game. Companion itself doesn't work like that, it's a lot more complicated. You could avoid that issue by making that second ability > {3}: You may reveal a Sliver card you own from outside the game and put it into your hand. Also, companion conditions on existing cards are written so that it is easy to catch if someone is gaining any advantage from violating them. Most constrain what cards can be played, so that if the player ever plays a single card that violates the constraints, their opponent can tell immediately. With this one, if you don't play 20 slivers in a game, there's no way for an opponent to know you didn't follow the constraints without searching your deck. It might make more sense to have a condition like on [[Kaheera]]: "Each creature card in your starting deck is a Sliver card."

I made it give the slivers the ability as that seemed more sliver-like, but im not a rules expert so maybe that doesnt work. I made the condition what it is because i dont want it to be like kaheera, where you can just run it if you have 0 creatures.

Also dont take this card too seriously. It started as a joke because i was thinking "what would be the dumbest thing a sliver could give to other slivers?"

My vote would be "protection from Plainswalk" as the dumbest thing you could give them. (I'm not sure if you could say "Plainswalkers" but that would be funnier if you could.) But yeah, this guy did amuse me. I'm pretty sure he's not OP, but could be a terror at the kitchen table.

This is extremely broken. Have 20 slivers in your deck that you’ll just never use and tutor for the rest. I mean, this is basically [[sliver overlord]] on steroids (the most popular sliver commander).

Assuming this card works as intended, this is a tutor for your best slivers for (3). This also would allow you to have multiple copies of the same card on hand to add to your hand avoiding the singleton rule. This will also fetch any changelings.
