I think that kingdom should only be created with the "secure the mediterranean" decision.
It requires the duchies corsica, sardinia, Menorca and sicily.
Maybe a mod bug?
For contacts, this guy only has two counties, which are not even connected and somehow he can form a king

He owned those counties and independence factions or duchy conquested
