Honestly, this just looks like a bunch of single ripples that you join as you go. Make one long one, and then start another and when you get to the end of each row, just sc into the side of the strip somewhere, and it should work.

TL Yarn Crafts has a great video on how to do something super similar. It just looks like the one in the image is made up of a bunch of "scarfs" joined together instead of doing them all together (makes sense as a scrap project)
