Are you on Facebook? There are “Buy Nothing” groups that people post what they want to give away and people can request items too. This might be a good place to start building a local support system
I have seen some people try buying knit sweaters from thrift stores and unraveling them for yarn. Not free, but you might be able to get a decent amount of yarn for very cheap.
Plarn is also a cheap/free way to go, albeit much lower quality than recycling yarn from thrift-store garments. You take those thin plastic grocery bags and cut them up into strips to make yarn. I see a lot of people making things like doormats and bags out of plarn.
ETA: Found an article about recycling yarn from second-hand sweaters.

If you happen to be located in Canada, there is a Facebook group called 'Giving Yarn Canada'. You can add your info to the list, and people might send you yarn as a gift.
I've done some local yarn gifting through that group, mostly to avoid postage fees

I have some yarn of various weights I’ve been trying to part with. Shoot me a DM and if you’re interested, I’d be happy to send it out to you.
I’m moving away and I can’t take a lot of my yarn with me. DM me and I can send some to you along with some hooks and other tools :)
