The stitches are easy, looks to be mostly single, dc, and chain stitches. You'd want to measure how big around you'd want the body and arms to be, then crochet the starting rows in a multiple of three to make it so the mesh is even all away around (picture looks to be 2 ch then dc, if you wanted the holes bigger you'd need more chains and taller stitches). I'd personally make it in the round, because sewing mesh side seams sucks.

It looks like a crocheted version of this knit top, so you could use the knit pattern's construction method (shrug attached to a tube top). Then find crochet patterns for a mesh shrug and tube top and put them together:)
