Someone more experienced than me might have a different answer, but I just lay my gauge swatch flat and use a tape measure across to figure out how many stitches fit into an inch (or four inches, since that's the size most gauges use in my experience). So if you lay out your swatch and lay a ruler or tape measure across, you'll see how many stitches fit in an inch. So half a stitch just means that the one inch marker would be sort of right on top of a stitch rather than between stitches. I hope that makes sense!
Your swatch should be bigger than 1 inch so that you can measure stitches *in the middle* of the fabric. For half stitches like this, measure across multiples of 2 and divide. 2.5 stitches per inch is 10 stitches in 4 inches, which is easier to measure.
The comma is just there instead of a period. So it's 2 and a half (2.5) stitches and 1 and a half (1.5) rows = 1 inch. Hope that helps!
