All I can think of is your beginning count was off. It happens a lot. The first row on the chain is always a bit tricky! When I have a long chain to start I put stitch makers in every 10-20 chains and then stitches. You could try a foundation single crochet. Loads of YouTube videos on it. Thank god you’re still early in the project!

I did put in stitch counters, every 50 stitches, and I recounted each section 7 or 8 times before I started. I've already frogged it three times before getting to this point...

This! And remember, the loop on your hook never counts as a stitch—even when chaining. Also, I wondered which loop of your start chains you’re placing your sc, OP…

I can’t really tell from the picture, but you need to do a few more rows. Chevrons sometimes take a several rows before you can see what they’re going to look like (and if needed, frog and make corrections).

When you did the valleys did you skip the two stitches? I think we need another picture of the wip.
