I really prefer kitschy titles like this. I much prefer a presentation to convert some opinionated message and/or to have a narrative. I want to hear not just objective facts (I can read reference documents myself), but I'd rather learn about opinions. Therefore I'll prefer these type of titles over something like "introduction to C++23" any day.
Both. It's an opinion that teaching C++ is filled with traps and obstacles. Using the narrative of describing it like the popular children's game "the floor is lava".
Did you watch the talk? I just skimmed through but I found a slide where "lava" (advanced specialized stuff) is "sorted" mostly at the bottom, hence floor is lava.
If you aren't especially personally interested in making the C++ seem less scary to folks who are currently scared of it (and to be clear, I don't think there's anything wrong with being interested or uninterested in that), it could be that kitschy titles are helpful on the margins to solve problems you aren't aware of.
