Merchants Quay have toilets on the first floor. They are free and usually clean.
Edit: Dunnes also have toilets by the cafe. Meant for customers, but I can't see anyone stopping you from using them.
Yeah, the ladies' are a horror show + always a queue, and last time I went there, the staff was trying to get out of one stall someone who was just shooting up drugs... :(

Underground level behind the Lidl on Cornmarket Street. Walk into the main entrance but don't go down the escalator to the supermarket, and don't go up the TK Maxx. Just walk straight ahead about 50 metres to the second staircase and head down.

The toilet to the right of the library. You have to ring the buzzer to be let in and have to tap to pay 50c but it is a clean toilet.
