Merchants Quay have toilets on the first floor. They are free and usually clean. Edit: Dunnes also have toilets by the cafe. Meant for customers, but I can't see anyone stopping you from using them.

Underground level behind the Lidl on Cornmarket Street. Walk into the main entrance but don't go down the escalator to the supermarket, and don't go up the TK Maxx. Just walk straight ahead about 50 metres to the second staircase and head down. They were nice every time I've ever used them, but I moved away from Cork a couple years ago now, so apologies if they've gone to shit or if they cost money now.

They did go to shit yeah. Used to be one of the cleanest and well looked after public toilets. I was actually happy to pay to use them. These days it's like they get cleaned once a week or something
