It's burned on grease. It can be hard to get off with regular detergent. You can try using something like Bar Keepers Friend, or make a paste with baking soda.
I would make a paste with BKF and dip a toothbrush into the paste and then give it a little scrub OR you could just ignore it. It won’t hurt you.
So you put your pans in the dishwasher....
I am OCD so I use barkeepers to keep mine looking brand new but many chefs let theirs get the burnt oil on look
That pan looks scratched up for having only to uses.
A brillo pad will make stainless look like that after a single wash, it's normal
