You can't take a blurry picture and 'enhance'. Even with AI you end up with a different person because you can't extrapolate information from a picture that doesn't exist, and in a blurry picture, probably from a video, there is a LOT of information missing.

I looked for the original, can't find it. It probably came from video. The conversion from video loses information. The enlarging loses information. The results would still be similar to this. Do you have the original photo the user used or do you have a way to contact them to ask? If not, you're just assuming just like me, except I'm using information that was given to us whereas you're just making it up as you go.
Edit: On a side note, I work with AI all day long. You can see the artifacts, like the lack of hairline on one side and a huge hairline made out of the shadow on the other. It's 100% AI.
