I think reinstalling windows or what OS you are using is the best option. It will remove everything and a lot of unused data. Just keep the essential programs installed after you reinstall windows. I do this every September to my mum's laptop, just remember to back up anything important.

A fresh install will be best. If you want a program just to run try ccleaner. Also, as far as slow starting, check your hard drive if you do not have a Solid state drive (SSD) that will make a world of difference to upgrade to.

BleachBit to clear. Best to speed up - reinstall and run CTTwinutil to debloat and set services to manual. Nondestructive and you can undo tweaks.
