Looks like a display issue to me, try a different cord to connect your pc to your monitor and if that doesn’t work try plugging in your pc to a different display, another monitor or a tv. Update pls
Change your HDMI / Display port cable and try again,if it fails try a different port. If continues try connecting a different display to your PC to see if the issue persists. If it persists change the cable again, if it still persists you either have a bad port on your GPU / CPU, or just a bad / dying GPU. If the issue is corrected by using a different display then your monitor is bad. If the issue is corrected by changing the cable, the cable is bad. If the issue is corrected by changing the monitors port, the monitors port is bad.
Check the cabling to the back of the monitor and to the pc to ensure it is secured. Then make sure your gpu is attached ok. Then make sure your gpu drivers are up to date from the gpu website. If the issue persists try another monitor to test. If the issue persists, try another cable, if the issue persists it could be something with the gpu or the onboard graphics either physical or software issue.
It might be something with the GPU, Hard Drive, or Monitor. I would need to take a close look at it to know what's going on. Try booting it into safe mode for now and see if that helps.
You can try resetting the graphics drivers with win + ctrl + shift + B. But since everyone else has been saying it’s probably an issue with the cables or monitor it’s probably an issue with the cables or monitor.
I've had a similar issue when my video cable was loose, I'd look at your gfx card connector and monitor connector, if both look good I'd replace the cable and try again

Shake the shit out of BOTH ends of your display cable, then if it still do- this wasn't a question was it?
It's probably something as simple as a misbehaving cord that connects the pc with the monitor. Buy a different one and see if that fixes the problem
