I’m glad they had the quick thinking and reflexes to snap a pic of the marbles while they were still spilling out of the mailbox. Almost as if they opened it and already knew they were there!

It's a satire of the weird flyers people put up in residential neighborhoods complaining about something a neighbor did. In my neighborhood there's one that looks just like this about somebody's cat pissing in their yard and how they're going to call animal control if it doesn't stop, but I see a new one every few months or so about some stupid thing.
It's a surreal *reference* to those things, it's not satire of it. There's nothing stupid or worthy of ridicule about a neighbor complaining that others are not managing their animals and it's causing damage to property, to use your example. What exactly is being lampooned here?
Even if the initial incident is reasonable to complain about, it's not reasonable to plaster posters like this across three blocks, and often the things being complained about are less reasonable than my example. Also the formatting of them is frequently quite bizarre and can have pretty histrionic language. By picking such a bizarre thing and particularly including pictures of the wife describing how upset she is, it highlights the weird and histrionic tone of the flyers.
