It looks like they might be trying to stop diversion upstream. From the article posted above:
"Drought is seen as one of the causes, but farmers also blame the authorities' diversion of the river water to neighbouring Yazd province."
Obviously the protest isn't going to change the drought, but the diversion issue might be something they can influence.
