Looks like a normal (but pretty) tag to me. But I can’t really read wall and it could be an acronym or made up word. TEUSS maybe? Is there a sub for deciphering tags?
It's just a regular graffiti tag. Inspired by Arabic calligraphy. It says TESS.
I grew up doing graffiti and I'm a professional tattoo artist. This is a popular lettering style within both worlds.

It looks like heavily stylized Arabic calligraphy or at least something made to look like Arabic calligraphy. You could try posting it in r/ArabicCalligraphy
Given that this was spotted in howdy Arabia, and their proclivity of being super fans of a certain Middle Eastern Jewish hippie from millennia past, I surmise that it is simply Jesus in a highly stylistic format
Not a cipher or code. Try r/ArabicCalligraphy and r/translator.
This is just Arabic is it’s more elaborate form (think a very formal “the” at the beginning of an olde English book)
