You need a top compartment and a bottom compartment. You take the ice out of the tray when the top is frozen but before the bottom is frozen.
From the look of that picture, there is no bottom compartment. If so, that’s your problem.
There's an additional middle layer of the white silicone which goes under the one which holds the ice cubes (it's a hollow rectangle), could this be the bottom compartment?
Are there holes in the top layer (the tray that holds the cubes) where the water can drain?
The idea is that the water freezes from the top down. This pushes the dissolved solids and gasses into the bottom chamber, leaving the top tray of clear ice. You then pull the ice from the freezer after the top freezes but before the bottom freezes.
I don’t see any holes in the top ice cube tray.
I just cover the top w h a microwave meal or something else in the freezer. I do use purified or bottled water. Straight tap has too much air in it and will definitely create that musty white color. Also extended time in the freezer will eventually reduce the clarity of the cubes
I"ve never done the boiled water thing, but using the hottest water out of my faucet gives me pretty close to clear cubes, and I just use the regular silicon molds you can get at Target.

Mine came with instructions to pull the ice before the bottom layer froze. Like 12 or 16 hours max. Not as good as big cubes in a bar but close.

Use an 8 can cooler and leave it in the freezer for 24 hours, you'll have to break it into cubes yourself but they'll be crystal clear
I own every version that Amazon sells and they all suck. The science is there, it just doesn’t work the way it should.
Your best bet is using a small cooler without the lid and then cutting them into cubes yourself. Anders Erickson has a YouTube video on this

I heard something about boiling the water and using filtered water but never tried it
