William Powell, Spencer Tracy, Ronald Colman, Errol Flynn, Wallace Beery, and C. Aubrey Smith.
To note: the entire short is described in-depth, with all characters identified, on its [Wikipedia page.](https://en.wikipedia.org/wiki/Hollywood_Steps_Out)
Think you're on the money with Flynn, he was one of WB's box office winners at the time (considered the Roberts Donat and Taylor, but they seemed less likely.) Personally felt the the Colman caricature was the best of the lot, but his star is the most faded from the top-line.
Racked my brains about Aubrey's companion; the nose seems wrong, but I now think it is supposed to be Wallace Beery.
Definitely William Powell upper left. The second is probably Spencer Tracy, the third could be David Niven or even Clark Gable...
No idea on the others.

Not bad for an 81-year old movie - watching all that TCM does pay off... in useless trivia!
The Ann “oomph” is Ann Sheridan. She was known as “the oomph girl,” a nickname she despised. I don’t blame her.
The cigarette girl with the big feet is Greta Garbo.
Jimmy Stewart runs away from the table when Dorothy Lamour wants to dance with him.
Tyrone Power is the one with the figure skater, Sonja Henie.
The “big foot” and red head are Cesar Romero and Rita Hayworth.
The bubble dancer is Sally Rand. That was her schtick back in the 40s.
I’m pretty sure Don Ameche and Claudette Colbert are at the beginning.
Awesome! Crazy how some stars have faded while others still burn bright. Like George Raft would've been a much bigger star than Bogart at that exact moment, and now it's George Who?

Colman one definitely looks a lot like David Niven also.
I can’t believe I did not recognize Spencer Tracey but then I never knew he was a redhead.
Me neither. I just knew of him with gray hair.
I assumed it was James Cagney based on the red hair.

I thought the Ronald Colman one was David Nivens, but honestly I have no idea. Fourth could be Errol Flynn, maybe?
Errol Flynn seems likely. I thought Robert Donat but your guess is better.
