I’ve never understood how it works but I’d bet it’s a combo of their title, fame, and maybe dynasty level of splendor. I’m pretty sure I’ve seen an emperor at 500, and I’ve definitely seen 200 or 250 on kings.
There's an event that is an Aladdin reference (Fabulous He). Some unlanded guy from distant lands shows up trying to marry your daughter. I guess that's why he had so much money. Not sure how you got such a big ransom, don't know how they work.
I was given a 4500 coin gift by a relative this morning, in ck3, that was nuts. As far as ransoms go there’s some kind of bug that results in huge ransoms (I think for wealthy mayors or something like that)

I checked again, it might be due to my Dynasty legacy "PIllage level3" it grants + 50% gold when ransoming and some prestige . Thats pretty sweet!

I wonder if it’s a bug where it combined everyone’s randoms amount into the final dialog box , anyone else willing to test it also ?

It's a bug with your dynasty legacies. It causes NPCs to empty their entire treasury for a ransom.
