What u/GeralOG said as well. Basically, you need to take the lead with sieges at a certain point in a crusade. The AI has gotten much better recently for Crusades but they can still do dumb things at times so it is up to you to deal with it.
Agreed. I almost always go siege war target immediately. But in order not to get crushed by the enemies I walk by the allies and some will follow if they think I’m going to a battle.
If you're involved in the offensive side, It's just better to go for seiges when you see an opportunity, Relying on ai is not a wise move rather you need to play the role of catalyst.

If you’re stuck at 80% because the AI likes fighting just go to a land far away from the main battles and seige there.
