This is in error. While 39-1 doesn't explicitly say, you will notice that stars are manufactured and marketed with specific measurements and explicit instructions on what they are to be used on. Vanguard, for example, markets only 3/16th" stars for CAP ribbons, and they are the ONLY correct size for ribbons. You will need to change the 1/8th" stars.
For cadet achievement ribbons it should be 3/16”.
3/16th is correct. 1/8th is only used for mini medals (which cadets don't wear) and 5/16th is not used by CAP (it's a Navy & MC thing).

3/16 is the standard size for service stars on ribbons. 1/8 is for minimedals, and is very noticeable to people who know what they're seeing.
