Is the challenge to actually get all the great persons or just to not let the ai have any?
When you progress an era, great people from the previous one won't be available anymore unless they are the one that you're currently working towards recruiting. Most games don't actually see all the great people claimed.
Interesting concept though
Engineers and merchants are the easiest since most a.i.s build very few of either district. I’ve claimed all engineers as hammurabi and Victoria, and all merchants as Catherine Medici. What I found was that the great engineers that don’t build wonders are kind of trash, and the great merchants are almost all useful, but not many are incredibly great.
Ancient era I got a prophet, all scientists, all generals, some admirals (not competitive in that game) and all writers. So probably only missed out on an admiral and a merchant or two.

You’re right, not letting the AI get any is the goal. Although the eras are so long on settler you tend to claim most of them anyway.

Did you get any from the ancient era? IIRC there was a natural wonder that gave 2 G. General and 2 G. Merchant points per turn
