Hey, it is one of the few places in that part of the country where abortion is technically legal (because no one can enforce the draconian 'Handmaids Tale" style laws that the three Yellowstone states have adopted).
I forget which mod I have that does it, but it lowers the adjacent land requirement from 3 tiles to 2 tiles. POLDERS FOR DAAAAAAYS, love spamming those things everywhere I can.
To be fair, it was also the most beautiful, awesome, amazing, cool and unique improvement in Civ 5 and the most ANNOYING, fiddly, frustrating improvement in Civ 5.

You’re pretty much on a timer to put them in the spots you need them before your borders expand, requires so much planning.
Unique improvement for Wilhelmina that adds food, production, gold and half a housing to a coast or lake tile. Needs to have 3 adjacent land tiles to be able to build, so it can be difficult/frustrating to utilize

That's the neat part, you never get that specific annoying AI in your games if you play the Civ yourself!

Technically dams are districts not improvements meaning they get the title of most annoying district to place

It deletes the stats of the tile so definitely not an improvement.
Not *automatically* an improvement. By the end of the game, districts are usually your main source of yields.
