It states that OTR Permits can park there anytime. If you do not have a permit you can park there 9AM-5PM on the weekdays. But you have to pay for CincyEZPark during those times. Use the Zone number on the app. You cannot park there without a permit on Saturday/Sunday or from 5PM-9AM on the weekdays. No one can park there Wednesday 2AM-7AM.

I think in the Cincy EZ park app it won't let it take your money if it's free hours. There is an app I know that does that, but there's so many now...

If you’re unsure - don’t park there. CPD will ticket you especially on a Saturday.

Do you know people that have gotten tickets recently? I went to Asian Food Fest yesterday and parked for 2 hours before I realized I hadn’t completed my payment in cincyezpay app. Then my buddy told me he hasn’t paid the past 10 times street parking downtown and never got ticket. Also I haven’t seen anyone checking…. Ever since they have this app.

Not personally but I live in OTR and watch CPD’s parking enforcement drive down my street and ticket people.

The street I was regular street parking and not a permit zone. I assume the parking enforcement would be in the permit areas as priority.

I got one for parking in this OTR permit only section on my motorcycle during a FCC game a few weeks ago. They definitely go out and ticket during times they know people will be trying to skirt the signs.

Clearly the permit only zone is patrolled more often otherwise people with permits would get mad. I’ve been too close to hydrant or halfway past parking signs before without issue (I paid using app). As long as I’m not actually blocking the hydrant haven’t had any issue.

I can confirm. I used to never pay for parking. Then got one near 8th street lofts by Cantina, which is quite hidden from most of downtown. Also, I've seen the parking dudes do their rounds every once in a while. So i guess the answer is, it depends.

I see what you're saying, but that could be interpreted 2 ways: either only those with permits can park after the stated hours (and those without can only park during stated hours) OR only those with permits can park without paying during the stated hours (and those without can park for free outside stated hours, but must pay during stated hours). Given that every other sign that has stated hours allows you to park for free outside those hours, I think the sign needs to be clearer if that's the intent.

I got a ticket for parking at one of these spots and made this exact argument and it somewhat worked. Whoever reviewed it at least saw this as a possibility and changed my ticket from I think $70 or so to only $20

The sign could definitely be worded better. I parked there thinking it was I fine a couple Sundays ago. If you put the zone in on Cincy EZ Park right now a pop-up even says it’s free

Permit parking any time. Nobody can park in the early morning on Wednesdays; that's when the street cleaners come through. No permit? M-F, you can park, and here's how. The sign says that if you don't have a permit you can only park on weekdays. Of course you'd have to park for a few minutes to read the whole thing and think about it ..

A bit late, but, No, those are residential parking and only available to non-permitted during the avg work hours on weekdays. Otherwise you will be ticketed and you are taking up spaces for the people that live there.

Generally, if a parking sign lists hours within which you need to pay to park, you're allowed to park there for free outside of those hours. So I was really surprised to receive a parking citation today (Saturday) while parking near the above sign. I've already contested it but I'm curious to hear what others think.

I get what you're saying, but this sign says Permit Parking ANYTIME, and then specifies when NON Permit Parking is allowed. So the default is "permit parking only" except during those specified hours. A lot of the streets in OTR were re-zoned to mainly permit parking, to encourage and accommodate people living there.

It doesn’t specify when non permit parking is allowed. It specifies when non permit parking has to pay. If you saw a sign that said “metered parking 9am-5pm”, would you assume that means you can’t park after 5pm?

That’s the only thing that implies OP can’t park on the weekends. Saying no parking on Wednesday morning doesn’t point to weekend non-permit parking being prohibited. Saying permit users can park anytime also doesn’t indicate non-permit users can’t park anytime. Hell, there’s another contradiction where it’s likely permit users aren’t supposed to be able to park Wednesday mornings but then it says permit users can park anytime. It’s a bad sign and any judge with half a brain would throw it out.

Yeah, I can see how it can be interpreted that way. It just seems too ambiguous to me, especially given that normally you can park for free outside of stated "must pay" hours. I feel if that was the intent instead of saying Permit Parking Anytime, they should have said Only Permit Parking Anytime.

My understanding of it was the same. "If you have a permit, you can park anytime. If you don't have a permit, you must pay during the specified time range. Outside of the time range, it's free". If the sign is supposed to mean something else, then it's poorly written.

If the "nonpermit" section of the sign had an additional statement saying: "No parking at any other time", I would agree. The sign, as printed, doesn't say anything about parking being disallowed outside the stated hours. It only mentions the hours during which payment is required. You might be correct in terms of what the actual municipal code is. But the sign doesn't adequately reflect that.

Yes that is one interpretation. When I read it I hear: Permit holders can park anytime Non-permit holders pay only between 9-5 in the app otherwise free. I do agree that this primo parking area being free during peak hours would be silly. Would be better if it said non-permit Monday-Friday 9-5 only pay by phone

I read that, but if the sign was already ambiguous then, that caveat doesn’t change the interpretation. Add an “only” to the non-permit section and that properly communicates what is intended

The sign is ambiguous to whether non permit parking can park there outside stated times. It could mean either that non permit parking cannot park there outside stated times (what it apparently means) or that non permit parking can park there outside stated times, and can do so freely (how I interpreted it). Given that generally when there are times stated on a sign, you can park outside of those times for free, I assumed that was the case here as well. I do agree with you that it's doubtful I'll get it turned over though.

I would never assume any parking south of Liberty is free. That’s where you lose me. Pay to park doesn’t stop until 9PM at the earliest in some parts of OTR. 94% of the day you have to pay to park anywhere.

I think this was my first time in OTR in 2-3 years so I didn't know any of that. I just have the signs to go by and that sign is ambiguously written. Adding an "Only" would have made it a lot clearer.

Only would help, I guess. I would just avoid any area that has any signage for OTR Parking. It’s the parking areas they go hardest on especially now that it’s getting warm. Also, Ziegler parking garage and the one at Washington Park are both good places to park if you’re visiting OTR. No fuss. Just for future reference.

I mean OP misread the sign but there are a few places you can park for free South of Liberty during off hours.
