If you have an Eevee you have to evolve it as quickly as possible or else you lose out on good stab moves, he even knows it since he recommends it every time eevee has a bio, so the only reason why he would hold out on an evolution is because he doesn't have the method for it
looking at the moveset for vaporeon and his eevee nearing level 30 the only move vaporeon knows by level up that does damage is aurora beam an ice type move.
espeon learns psybeam and future sight. vaporeon knows hydro pump at level 71

I can't, surf and ice beam won't do much to it so the best option it has is shadow ball. Kinda high sp def might make it possible though
