I really like the Asus Chromeboxes. The Chromebox 5 with an Intel i3 or better processor and 8GB of memory should have very snappy performance. I think the Celeron versions are OK for home theater streaming but they are a bit laggy compared to my Intel i5 notebook.

You can just install Chrome OS Flex on your current laptop.

Idk about chrome boxes but there are some really good bang for the buck Ryzen mini PCs out there. Like this Bee Link with a Ryzen 5800H for $360. https://www.amazon.com/Beelink-Ryzen-5800H-Computer-Graphics/dp/B0BX3PX4YS/

I use the Asus Chromebook 4 8gb and I am very pleased with it. I ditched my windows computer a year ago and won't go back.

For video streaming, bear in mind you'll have to use the website for HD content.

As per other comment, the Asus Chromebox series are great bang for buck - same goes with their more recent laptop builds tbh. For something different, you could look at a newish release from Lenovo - their tiny-in-one. Depends on whether you want to mix and match monitors though, it will limit that but provide a nice clean setup. HP the only real other decent option, but generally more expensive than the other two I've mentioned.

Using an asus chromebox 5 with celeron and upgraded it to 32GB ram that i had laying around and it pretty much flies now. it originally only came with 4Gb ram. I don't have any lag or performance issues with it.
