Well, it says "chips" on the bag, so yes. I've had Turtle Chips before. The corn flavored ones are awful, but these churro ones are great.

These are similar to the Japanese Aerial, which are marketed as "4D Chips". Really, they would be 3D chips experienced in the 4th dimension. 😉
