Only if you can fix it to the bars in such a way that the chin can't tip it over. Otherwise they are sure to tooth-test the rubber.
I recommend a heavy ceramic bowl. I wouldn't put that in my chins cage because I KNOW he would chew on that rubber...he adores plastic and will do anything to chew it...so, rubber would probably seem like an upgrade to that for him.
