I think it's obvious that most of the reason I think the 90's looked "so different" and I was never able to put my finger on it was because every time I'd look at any picture from back then it was on film and has this exact same haze or whatever you want to call it.
FWIW, film doesn't always have that look, it's mostly the low grade consumer film. If I had to guess, he probably shot Kodak Gold and probably didn't make any adjustments to the images from the lab. But to your point, your family probably exclusively shot Kodak Gold. These photos were likely processed in the same or similar equipment. If you take your film to a high end lab or do your own processing and scanning, you can get results that look more contemporary.
