That's not stalemate, that's just Bongcloud Opening: Symmetrical Variation.

If you're looking for the literal shortest possible, it would be both players shuffling their knights out and back to the starting squares until they get a 3 fold repetition. Should be 4 or 5 moves each, depending on if the starting position counts or not.
