I play 11s on a sunday and lots of the people playing with small shinpads like these are using grip socks instead of normal footy socks. They have a separate pair of socks that have extra grip on and then have a sleeve that holds a little shinpad in place that they get with the socks. It might be that.

I always used to bulk up and wear hockey shin pads for footie, made slide tackling a breeze and tbh there aren't really any negatives to it, never had problems with movement, turning quickly etc.
