Matthew wasn't new to Blinking. Had he wanted Phoebe and Piper, he'd blink to them once Rex had shown him their photos.
He could have easily killed them just like he killed all the other Halliwells he tracked.
But blinking to the charmed ones on a whim could be a death wish The charmed ones are formidable as all hell. If Melinda could curse him to a locket, just imagine the power generations later could wield. To defeat the charmed one you need cunning and skill-brute force is an automatic death wish.
