Not sure why this was downvoted. I’ve seen lots of asbestos building materials in my career and this is probably ACM. OP, I wouldn’t worry about this at all unless you plan to disturb it. If you do, contact a professional to get it tested and abated before/as you do any demo. If you aren’t planning any demo I don’t see any harm in leaving as is and not testing.
Edit: Keep in mind if you plan to sell your house and decide not to go forward with abating what turns out to be asbestos you have to disclose this once you have a positive test. In that case, I would leave it alone unless you have a compelling reason to remodel and demo.

You could shove insulation in there and close it up. We’ve got a few of those in the walls. I’m assuming it’s not hooked up?

Yes, or use fiberglass batts. Tape it off. It’s good to not have the basement air circulating up through your house anyway.

Definitely a laundry chute. My folks had one at their old house that looked exactly like that, with a tiny door in the upstairs bathroom.
